What REAL means

For generations, public-housing residents have paid rent that kept a roof overhead but built wealth for everyone except the families inside. REAL changes the math: the people who call NYCHA home get a real ownership stake in the homes and the neighborhoods they helped build.

The scale of the wait

NYCHA is the largest public-housing authority in the country: 177,000 apartments serving 500,000 residents — more people than live in most American cities. For decades those residents have been told to wait — for repairs, for a better apartment, for a chance. REAL says the wait is over.

The REAL proposal

REAL is a funded path to homeownership for NYCHA resident families — real equity, not empty promises:

  • Resident home equity — a home-equity benefit for NYCHA residents tied to the value of their apartments (e.g. $75,000 of home equity for each $150,000 of market value), so renters can become owners.
  • Equity vouchers and mortgages — transferable equity vouchers and first-time-buyer mortgages let families carry their stake into the market, freeing thousands of affordable apartments for the residents who follow.
  • Federal support to restructure — federal dollars and support to restructure public housing and the infrastructure around it, so redevelopment is resident-owned, not resident-displacing.

This is the same fight as the $75,000 Homeownership Plan — REAL is the banner we carry it under.

Why REAL is credible

REAL is policies, not protests — built on tools New York already runs:

  • NYCHA's FHA Homes Program has put 300+ resident families into homeownership since the late 1970s.
  • HPD HomeFirst already makes down-payment grants, and Habitat for Humanity NYC, NHS, and Neighborhood Restore already deliver homebuyer education and counseling.
  • The Chicago Housing Authority already gives residents a $20,000 down-payment grant. New York's REAL proposal is bigger — because our families deserve more.

What REAL unlocks

  • Generational wealth — when a family owns, the equity stays in the family.
  • Thousands of affordable apartments — as families move into ownership, their public units open to residents on the waitlist.
  • Stability for kids — a home a family owns is a place a child can learn, grow, and succeed.
  • A stronger city — homeowners are stakeholders, and stakeholders show up, invest, and vote.

The movement behind it

REAL is the centerpiece of a New Progressive agenda — policies, not protests — that gives our people a chance to advance. The movement has already shown up: 89,000 votes in the 2025 primary and 200,000+ votes across a nine-candidate Unity line. Now it is time to turn votes into ownership.
