This is not a vague slogan. It is a specific, dollar-figured program modeled on real tools New York already has — and on a national precedent that proves it can work.

Why this plan is credible

  • NYCHA's FHA Homes Program has transferred FHA-repossessed homes to residents since the late 1970s; 300+ NYCHA residents have already become homeowners through it. Many of those homes need capital repair — our benefit helps cover that too.
  • HPD HomeFirst already provides down-payment grants to qualified buyers. Habitat for Humanity NYC has converted former NYCHA homes into green affordable-ownership homes (including 13 former NYCHA homes becoming 16 new homes). NHS and Neighborhood Restore HDFC already run homeownership education and info sessions.
  • National precedent: the Chicago Housing Authority offers residents a $20,000 down-payment grant. A $75,000 NYCHA benefit would exceed it — because New York families deserve more.

Funding

The $75,000 fund would be built from city, state, and federal sources, plus developer obligations:

  • City capital + HUD funds directed to resident homeownership.
  • Developer obligations in new redevelopment deals — a real ownership stake for the families who live there.
  • Federal DPA models expanded for NYCHA communities.

Every dollar is a down payment on breaking the cycle of generational rent-burden. When a family owns, the neighborhood owns too.

Timeline

  1. Now — organizing, town halls, and building the resident homeownership agenda.
  2. Year one — introduce legislation to fund the benefit and stand up the program.
  3. Year two — launch applications in the first pilot developments.

What we won't do

We will not trade your subsidy for a promise. The plan is designed to complement NYCHA tenancy during the path to ownership — with honest, transparent transition rules, the same way the CHA program handles the move off subsidy. You should never be left with less, only more.

    Complete free financial literacy and credit counseling through our partner organizations.

  3. Find your home

    HPD affordable-homeownership lotteries, FHA Homes inventory, Habitat NYC, or a market-rate home within budget.

  4. Apply the $75,000 benefit

    Use the funds for the down payment, closing costs, and needed repairs — drawdown at closing.

  5. Own and stay accountable

    Affordability covenants keep homes in resident hands and protect neighborhood stability for generations.
