01 South West Bronx / Millbrook Vanguard — The "Turnout Awakening" Protocol

This cluster sits in Bronx CD 1 and 2, which has a weighted Voting Participation Score of 19.3 — the lowest in NYC.

Canvassers do not discuss abstract party lines. They knock on doors with a copy of the Physical Needs Assessment (PNA) showing the $66 million in capital repairs needed at Bronx River Addition or the $248 million at Mitchel Houses. They ask the resident: "Do you want to wait 481 days for your intercom to be fixed, or do you want to pledge your vote to a candidate bound by the NYCHA Tenants Charter?" Point to the historic Bronx River Addition vote, where intensive 100-day voter engagement yielded a certified 61% turnout rate of heads of households.

02 East New York / Brownsville Monolith — The "Dual-Peak" Mobilization

With 35,849 residents, this is one of our largest fortresses.

Deploy the "Dual-Peak" canvassing protocol: compress the volunteer ground game into a hyper-targeted footprint, saturating key developments (like Pink Houses or Boulevard) on the opening and closing weekends of the voting period, bypassing the mid-week lull. On-site mobile childcare in adjacent community rooms, in partnership with local houses of worship, clears the logistics hurdle for working parents.

03 Lower East Side, Downtown & Chelsea — Multi-Lingual "Talk to Tenants" Registration

An extremely high percentage of non-English-speaking Asian and Hispanic senior leaseholders.

Deploy bilingual youth organizers equipped with tablets running the Campaign Finance Board OME "Talk to Tenants" API-linked app. They register voters on the spot in Chinese (Cantonese/Mandarin) and Spanish, and legally harvest contact info under SHIELD Act data-minimization guidelines.
